EnergySolutions Announces TMI-2 Solutions Completes Section 106 Consultation Under the National Historic Preservation Act
Salt Lake City, Utah September 24, 2024 – EnergySolutions announces TMI-2 Solutions (TMI-2S) reached a major regulatory milestone by completing the Section 106 consultation under the National Historic Preservation Act (NHPA). This achievement is a critical step in the
planned decommissioning of the Three Mile Island Unit 2 (TMI-2) plant.
In February 2023, TMI–2S submitted a License Amendment Request (LAR) to the U.S. Nuclear Regulatory Commission (NRC) seeking review of decommissioning activities that could result in impacts to cultural, historic, or archaeological resources that had not been previously reviewed by the NRC. The LAR was submitted to support applicable historic and cultural reviews regarding the TMI–2S owned National Register of Historic Places (NRHP)-eligible buildings in anticipation of the eventual and necessary physical demolition of the facility to be performed in accordance with the Post-Shutdown Decommissioning Activities Report (PSDAR).
In accordance with the NHPA Section 106 process, the NRC brought together consulting parties who worked to complete the necessary reviews for this first-of-a-kind LAR. This resulted in the signing of a Programmatic Agreement (PA) for these activities which lists the mitigation
measures to be taken.

The NRC review determined that TMI-2S addressed the potential environmental impacts in the areas of historic and cultural resources and therefore, the LAR was approved. As part of LAR implementation, the TMI-2S possession only license (POL) will be revised to allow TMI-2S to conduct certain decommissioning activities per the PA developed under Section 106 of the NHPA for decommissioning activities until termination of the POL.
